Any kinship program. That is custody-of-in-relation-to-with-family to have when needed for short or long term. Generally if the maternal or paternal parents can't. They usually make and follow a agreement binded in law starting as verbal. Must be followed or shows intent of ill nature. Remember regardless of which parent has the child they are best for raising them. Its unhealthy when not raised by the actual parent and using the child's visits from the other parent for a punishment is illegal and emotional damage to the child. It's a so called power play yet, in court you can and will loose custody for this. When keeping from the other parent children think they are being punished because they are, parents don't see this that abuse the privilege of having custody. It sets them up for a life of failure, drugs, gangs, and makes them feel unloved unvalued and confused. They are to busy being emotionally tormented and can't get through day to day with normal function. It's a start as well from family of the parents trying to take the kids and rescue them so to say but, it worsens all the above. Please genuinely care about the full dynamics before engaging in a custody battle over other people's children. Ask yourself why, and how and what is the motivation and reason and how does it weigh compared. As well good luck and be happy healthy and grow together in life instead of tear or fall apart for the families of all bless your homes
